The Instant Payments Regulation: what really changes for PSPs

Verification of payee, price parity and 24/7 availability are reshaping operating models across the euro area.
The EU Instant Payments Regulation has moved from a policy conversation to an operational reality. For payment service providers, the headline obligations — sending and receiving instant credit transfers in euro, at a price no higher than standard transfers — are only the beginning.
Verification of payee is proving the most demanding change. It touches onboarding data quality, customer messaging and liability models at the same time. Institutions that treat it as a narrow IT project tend to underestimate the effort required in operations and customer support.
Round-the-clock availability also exposes legacy batch dependencies, from sanctions screening to liquidity management. We recommend mapping every dependency in the payment chain before committing to a cut-over date.
The organisations moving fastest are using the regulation as a catalyst: rationalising payment hubs, retiring duplicate screening engines and redesigning fraud controls for real-time decisioning.
